Lawyers representing Sean Zvarevashe have written to the Zimbabwe Republic Police (ZRP) demanding clarification over a proposed high-value donation by businessman Wicknell Chivayo to the Harare CID Homicide Department.
In correspondence to ZRP Commissioner-General Shepherd Mutamba, the lawyers from Shava Law Chambers said they were acting under the instructions of Zvarevashe, a “law abiding citizen of Zimbabwe”.
The proposed donation includes 10 armoured Toyota Fortuner vehicles, equipment valued at US$250,000 and iPhone 17 Pro Max mobile phones for officers attached to the department.
The lawyers are seeking confirmation from the police on whether the donation has been formally approved and whether any of the vehicles, equipment or mobile phones have already been received by the ZRP.
The correspondence has also raised questions over the legal and ethical implications of police officers or law-enforcement departments accepting expensive gifts or benefits from private individuals.
According to the lawyers, the nature and value of the proposed donation could raise concerns about the perception of police independence, particularly where the beneficiaries are officers involved in criminal investigations.
They argue that the acceptance of high-value gifts by law-enforcement personnel could potentially expose the police to allegations of improper influence or bribery, even where the donor maintains that the contribution is intended purely as a gesture of appreciation.
The lawyers are seeking clarity on whether the proposed donation complies with regulations governing gifts, benefits and donations to public institutions and their officials.
They have also questioned what safeguards, if any, are in place to ensure that donations from private individuals do not compromise—or create the perception of compromising—the independence of police investigations.
The donation is being offered as an expression of appreciation for the work of the CID Homicide Department in investigating a major armed robbery case at Chivayo’s in-laws which resulted in lengthy convictions.
The lawyers have consequently called on the ZRP to state whether it has authorised the proposed contribution, identify the officials or structures responsible for approving such donations and clarify whether the relevant items have already been handed over to the department.
They are also seeking clarity on the procedure followed when members of the public or private businesses seek to provide high-value goods or equipment to the police.
The questions come amid growing scrutiny of the relationship between wealthy individuals and public institutions, where seemingly philanthropic gestures involving substantial amounts of money or assets can raise questions about accountability, transparency and potential conflicts of interest.
