Gill Lever: A career diplomat with experience across Africa and beyond

Gill Lever, who has been appointed the United Kingdom’s new ambassador to Zimbabwe, is a career diplomat whose professional life has taken her across Africa, Asia and Europe, giving her experience in diplomacy, international development, health and welfare.

Lever has served in a number of senior roles within the UK’s Foreign, Commonwealth and Development Office (FCDO). Before her latest appointment, she was the British Deputy High Commissioner in Abuja, Nigeria, a role in which she was involved in strengthening UK-Nigeria relations and engaging with business and civil society.

Her diplomatic career has also included a posting as Deputy Head of Mission at the British Embassy in Juba, South Sudan, from 2022 to 2023. Her other overseas assignments have included Romania, India and Japan, reflecting a career that has spanned a wide range of regions and diplomatic responsibilities.

Within the FCDO, Lever has held several policy and management positions, including Head of Overseas Health and Welfare, Deputy Head of the South East Asia Department, Human Resources Business Partner for Europe, Africa and Asia, and a role on the Africa Peacekeeping policy desk in the United Nations Department. Her work has therefore combined traditional diplomacy with responsibilities involving the welfare and protection of British nationals and staff serving overseas.

Lever’s work during the Covid-19 pandemic was recognised in 2021 when she was awarded an OBE for services to Health and Welfare and British Nationals. The honour reflected her contribution to the UK’s frontline response during a period when diplomatic missions around the world faced unprecedented challenges in protecting staff and citizens abroad.

Away from her official diplomatic duties, Lever has maintained a strong interest in humanitarian and community initiatives, particularly those involving women and children. She is a qualified swimming teacher and open-water swimmer and has been involved in child drowning prevention programmes and fundraising initiatives supporting women and children in different parts of the world.

Her connection to development and community work has also been evident through her involvement with Hue Help, a charity working to improve the health, education and future prospects of disadvantaged children in central Vietnam. The organisation says Lever helped launch and run a swimming-for-safety programme in northern Vietnam, while also helping to build strategic networks with government and non-governmental organisations and secure funding for projects. She has served as a trustee and chair of the charity.

Lever has also been an advocate for greater participation by women in leadership and politics. During her diplomatic assignment in Nigeria, she publicly backed efforts to increase women’s representation in political institutions, highlighting the importance of inclusive leadership and drawing comparisons with Zimbabwe’s experience with reserved seats for women.

Her appointment to Harare comes with extensive experience of working in Africa, including her previous assignment in South Sudan and her more recent senior diplomatic role in Nigeria. She takes up the post at a time when relations between Zimbabwe and the UK remain an important area of diplomatic engagement, with issues ranging from trade and investment and development cooperation to governance, human rights and regional affairs dominates the bilateral agenda.

Lever’s background in diplomacy, Africa-focused policy work, international development and humanitarian issues is expected to shape her approach to her new assignment in Zimbabwe, where she will represent British interests while seeking to deepen engagement between the two countries.
